Carol has spent decades as a professional planner working around the country. She was recently part of Task Force that updated the Code of Ethics for professional planners. The new Code became affective in January, 2022. It now has a greatly expanded emphasis on Diversity, Equity, and Inclusion.
While working for the City of Austin, she helped to establish the Neighborhood Planning Program and eventually worked as Assistant Director for Planning and Zoning. She also framed elements of the redevelopment plan for the Robert Mueller Municipal Airport. For five years she worked as the San Marcos Director of Planning and Development Services.
Carol spent more than a decade working in California. She was the Director of Planning and Development for the City of Berkeley. For five years, she was the Planning Manager in the City of San Gabriel where she brought a new focus to issues of sustainability. Her final public sector job was as the Assistant Director for Transportation and Land Use in the City of Burbank.
After Burbank, she worked for Paul Zucker and Associates on development streamlining engagements. Since the fall of 2017, she has donated her work. She led a Community Planning Assistance Team for Rockport, Texas to help with their long-term hurricane recovery. In 1999, Carol was inducted into the College of Fellows of the American Institute of Certified Planners.
