Noah Heath, M.A.

Statewide Bicycle/Pedestrian Program Planner, Texas Department of Transportation
Noah Heath is a planner with TxDOT’s Bicycle and Pedestrian Program in the Public Transportation Division, where he advances the collaborative planning, design, and implementation of safer, more connected walking and bicycling infrastructure across Texas. He provides technical assistance to districts, metropolitan planning organizations, and local communities; supports the development of statewide plans and guidance; and helps administer federal Transportation Alternatives and Carbon Reduction Program funding for active transportation projects. With 15 years of professional experience, Noah has contributed to comprehensive plans, corridor and area plans, active transportation plans, complete streets policies, streetscape and trail design, Vision Zero initiatives, and data-driven planning efforts in both public and private sectors. Noah holds a Master of City and Regional Planning from The University of Texas at Arlington and a B.B.A. in Economics from Texas State University. His work blends analytical rigor with a commitment to creating equitable, multimodal transportation systems that enhance safety, accessibility, and livability for all Texans.
